Navigating Assessment Validation: How to Validate Assessments

Upon receiving registration, RTOs must manage various responsibilities like annual declarations, AVETMISS reporting, and marketing compliance, with validation being a notably arduous task.

Although we've written about validation many times, let’s redefine it. ASQA refers to validation as a quality review of the assessment process.

Validation involves verifying which areas of an RTO's assessment process are correct and highlighting where improvements are needed. Understanding its key components makes the task less intimidating.

According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

We must adhere to the standards by conducting two types of validation.

The initial assessment validation ensures your RTO's assessments comply with the training package requirements.

The next validation type confirms assessments are conducted following the principles of assessment and rules of evidence.

Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.

Defining the Two Types of Assessment Validation

As mentioned earlier and in our earlier blog entries, validation is divided into two parts: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, also known as pre-assessment validation or verification, pertains to the first part of the clause, focusing on ensuring all unit requirements are met and that all workbooks are fully compliant.

Conversely, post-assessment validation focuses on the implementation side, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

This discussion will center around assessment tool validation.

Methods for Conducting Assessment Tool Validation

Having outlined the two types of validation, it’s time to dive into assessment tool validation.

Timing of Assessment Tool Validation

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, you must conduct assessment tool validation before allowing student use.

No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.

However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:

- when resources are updated
- new training products are added on scope
- course is reviewed by you against training product updates
- learning resources are identified as a risk during the risk assessment

The Australian Skills Quality Authority's risk-based approach means RTOs should carry out regular risk assessments. If students complain about learning resources, it's an ideal time for assessment tool validation.

Which Training Products Should You Validate?

Do not forget, this validation ensures compliance of all learning resources before they are used. All RTOs must validate resources for each unit.

Resources Required for Assessment Tool Validation

Educational Resources

To validate assessment tools, you need the complete suite of your learning resources:

Mapping tool – this should be the first document to examine. It shows which assessment items correspond to unit requirements, facilitating quicker validation.

Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Panel for Validation

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

As a whole, your validation panel must have:

Vocational competencies and current industry skills applicable to the unit being validated

Up-to-date knowledge and skills related to vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or the equivalent successor

Assessment validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

While these templates simplify the validation process, they can introduce judgment errors because there is insufficient space for comments on each assessment item.

It is highly recommended to use a more detailed template for inspecting each unit requirement and the assessment items that map to them. Below is an example:

Assessment Core Principles
Fairness – Is the assessment process equitable and accessible to everyone?

Flexibility – Are different options available in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment assessing what it is intended to assess? Is it a valid tool for evaluating the required skill or knowledge?

Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?

Basic Rules of Evidence

Validity – Does the evidence show the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool verify that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.

To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:

Live Up to Your Words

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Perform each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

change diapers

bottle preparation, bottle-feeding infants, and cleaning equipment

prepare solids and feed babies

appropriately respond to baby signs and cues

prepare babies for sleep and settle them

monitor and encourage physical exploration and gross motor skills suitable for the age

Having students explain changing nappies for babies under 12 months old doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be carrying out the tasks.

Be Cautious with Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.

Complete or Not Competent

Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What types of information can be included in a work package?

Answers might include:

Obligatory resources

Associated expenses

Duration of activities

Specified roles and responsibilities

If an assessment item requires multiple answers, specify the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the work area and pick the most effective hazard control hierarchy.

Possible answers may include, but are not limited to:

Weather conditions – isolation of work area, engineering, PPE

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolating, engineering, administration

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolation, engineering, administration

Equipment or machinery – isolation, engineering controls, administration

Steering clear of double-barrelled questions simplifies responses for students and enables assessors to accurately judge competence.

Considering these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” However, with these guarantees, you must wait for an audit before they help rectify noncompliance. This affects your compliance history, so it's better to take a safe and compliant approach.
